Ron Maggard

Ron is a graduate of Morehead State University with a Bachelor of Science in Geology as well as a post graduate degree (MBA) from the University of South Florida and has over 35 years of consulting experience in the engineering and geological fields with a strong background in strategic planning, operations, and business development. Prior to Joining Ray Engineering, Mr. Maggard served as a Vice President or Chief Operating Officer for Regional and National Engineering firms. He has served in numerous management roles overseeing a wide range of services including Structural, Geotechnical and Environmental engineering including forensic engineering and geological investigations. Mr. Maggard is a licensed Professional Geologist in the states of Florida, Alabama, Tennessee, and Kentucky. Mr. Maggard has gained professional experience over his career in the geotechnical, geophysical, and geological fields by performing investigation and analysis to evaluate the cause of or the potential for ground or structure settlements. Included in these investigations are field and laboratory testing to enable assessments of the subsurface conditions such as buried organic material, buried debris, shrink-swell clays and sinkhole or solution feature activity. Over his career, he has been involved with over 10,000 of these types of investigations. Ron is also certified by the State of Florida Department of Financial Services to serve as a Neutral Evaluator on disputed sinkhole insurance claims as part of the alternative dispute resolution program and since the inception of this state program he has performed over 300 of these evaluations. Mr. Maggard serves as an expert witness in many state and federal court cases regarding disputed insurance sinkhole claims.

Steven W. Ray

Steven is a graduate of Memphis State University with a Bachelor of Science in Civil Engineering and has over 30 years experience in the fields of civil, structural and construction engineering. Mr. Ray is a licensed Professional Engineer in the states of Alabama, Florida, Georgia, Mississippi, New Jersey, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas, and Virginia. His professional experience includes building design and evaluation, forensic engineering, Property Condition Assessments and preparation of Capital Reserve Analyses for community associations. His experience with Reserve Analyses dates back to the early 1990’s and he has earned the designation of Reserve Specialist (RS) as designated by the Community Association Institute (CAI). He has also authored several articles and has lectured on the subject of Capital Reserves. Mr. Ray serves as an expert witness in many state and federal court cases regarding construction defects. The National Society of Professional Engineers (NSPE), American Society of Civil Engineers (ASCE) and The American Concrete Institute (ACI) are some of the professional organizations where Mr. Ray is an active member. His comprehensive experience enables him to provide consulting services for engineering and construction related projects throughout the United Sates.

Rafael Perez

Mr. Perez graduated from Kennesaw State University (f/k/a Southern Polytechnic State University) with a Bachelor of Science Degree in Civil Engineering in 2013. Mr. Perez has over 9 years of experience in the fields of civil, structural and construction engineering. Mr. Perez has previously worked in United Consulting for two years, Fugro for one and a half years, and Primoris Heavy Civil for three years. Mr. Perez professional experience includes building design evaluations, forensic engineering, Property Condition Assessments and Capital Reserve Analyses for residential and multi-family. Mr. Perez provides consulting services for civil/structural and construction related problems for various condominium, apartment, single-family, residential, and commercial properties, as well as design and specifications for restoration of civil and structural deficiencies.

Robert "Nicko" Romeo

Mr. Romeo graduated in 2016 with a Bachelor of Science in Mechanical Engineering Technology from Kennesaw State University (f/k/a Southern Polytechnic State University). Mr. Romeo completed his internship with Ray Engineering from 2015 through 2017. Upon graduating with his Bachelor of Science Degree in Mechanical Engineering, he obtained employment as a Project Engineer at Ray Engineering and became Engineering Manager in 2020. Mr. Romeo provides consulting services for civil/structural and construction related problems for various condominium, apartment, single-family, residential, and commercial properties, as well as utilizes AutoCAD for design and specifications for restoration of deficiencies and new construction. Mr. Romeo has five years of experience in the conducting inspections, Property Condition Assessments and Capital Reserve Analyses and is a Reserve Specialist.

Carter A. Nelson

Mr. Nelson received his Bachelor of Science degree in Civil Engineering from University of Florida in May 2017. He has multiple certifications from the International Code Council, American Concrete Institute, and GASWCC, with a background in forensic testing. He provides civil/structural as well as construction-related consulting services/administration for public works, multi-family, single-family, and commercial property projects of costs above +$1million. Mr. Nelson specializes in the structural design/analysis, as well as restoration of wood-framed, masonry, reinforced concrete (pre-cast/cast-in-place), and CFS (cold-form-steel) multi-story existing structures and new construction. In addition to engineering experience, Mr. Nelson also performs Property Condition Assessments and Capital Reserve Analyses and is a Reserve Specialist throughout the Southeast. Currently, Mr. Nelson is pursuing his Professional Engineering license in 2022, as well as his special inspector’s certification by 2028.

Jackson Beck

Jackson graduated from Virginia Polytechnic Institute and State University with a Bachelor of Science Degree in Sustainable Biomaterials in 2015. Mr. Beck spent the first half of a decade of his career in Project Management for multiple residential builders in Georgia, South Carolina, and Florida. He is currently completing a Bachelor of Science in Civil Engineering at Kennesaw State University’s Southern Polytechnic College of Engineering. Mr. Beck provides support to our Project Engineers for civil/structural and construction related problems for various condominium, apartment, single-family, residential, and commercial properties. In addition, he conducts Property Condition Assessments, Capital Reserve Analyses, code compliance inspections as well as utilizes AutoCAD for design and specifications for restoration of deficiencies and new construction.

Jack Whitley, E.I.T

Mr. Whitley received his Bachelor of Science degree in Civil Engineering from Georgia Southern University in May 2021. Mr. Whitley has two years of experience in civil and transportation engineering. Mr. Whitley gained experience with drainage, erosion control, and roadway design while working for WSP USA on federal and state highway GDOT projects. Mr. Whitley provides consulting services for civil/structural and construction related problems for various condominium, apartment, single-family, residential, and commercial properties. In addition, he conducts Property Condition Assessments, Capital Reserve Analyses, code compliance inspections as well as utilizes AutoCAD for design and specifications for restoration of deficiencies and new construction.
